Landlords carry burden of struggling to fill rental units

Renters are getting a break, but job losses, home foreclosures and Arizona's employer-sanctions law have hurt Valley apartment operators. Rental prices are down as landlords struggle to fill their units with offers of two to three months of free rent. Average rents were $752 in the third quarter, down from $770 a year earlier, according to Pete TeKampe, Marcus and Millichap vice president of investments.
