Crowd protests new-home plans for Gilbert neighborhood

An unusually large, passionate crowd filled the Town Council chambers Thursday as about 70 residents protested a developer's plans for new homes near their south Gilbert neighborhood. The high turnout led to a protracted debate on a proposed General Plan amendment to allow for increased density on a 27-acre parcel near Higley and Riggs roads. But even after hours of discussion and a narrow 4-3 vote for approval, confusion over administrative technicalities threatened to make the entire process moot. The mix-up prompted chuckles from the audience, an apology from Town Attorney Susan Goodwin and a 15-minute recess to figure out what had happened.
