Scottsdale councilman wants to tighten infill-waiver plan

Scottsdale City Councilman Bob Littlefield wants developers to work harder to demonstrate a community benefit when requesting waivers under the city's downtown infill-incentive district, which has allowed developers to seek taller buildings in the area. This month, he will ask the council to consider proposed amendments he says will "tighten up" the infill-incentive district plan, which allows the council to grant waivers to the zoning standards, by requiring a greater vote of the council as more waivers are sought. "It's not about gutting the infill-incentive district," he said. "I'm just making it live up to its supposed purpose. The way it reads, we allow exceptions to these development standards in return for community benefits. And what I have said is the more exceptions, the more votes." According to his proposal, the waiver of one development standard would require a simple majority vote of the council, while two waivers would require "yes" votes from five council members.
